MEET CELVIN
Celvin is married to Tori Richardson and has one daughter Eliana who attends Chesterfield County Public Schools. Celvin is the sixth child of eight children from a very busy and active family. His late father, Bishop Richardson was a pastor for 36 years and his mother is a retired teacher who taught school for 24 years.
Celvin’s mother states “Celvin had a determined drive to excel, when it came to athletics, education and religious devotions. He joined the wrestling squad in early high school, learned to play the trombone, and served in the high school ROTC program; all despite having a handicapped in which he had to wear a leg prothesis his entire life.” Celvin even received Outstanding Handicap Student of the Year.
Celvin comes from a family who always held high standards for education and believes in helping all in need. Two of Celvin’s brothers serve in education, one being a Principal and the other a Senior Coordinator of Special Education.
After graduating high school in Chesapeake, Virginia, Celvin briefly attended Shaw University before transferring to and graduating from Virginia Commonwealth University with a Bachelor degree in Political Science. Celvin later attended Old Dominion University for his Special Education certification and in 2020, obtained a Master in Administration and Supervision from Liberty University.
Celvin began his career working in the justice system as a Juvenile Probation Officer and briefly as a Magistrate. After working with children in the juvenile justice system, Celvin decided he wanted to work as a Special Education teacher and continued that work in the public school system for 14 years. Currently, Celvin works in education by providing assessments in the Virginia Department of Corrections to help inmates be more successful upon entering back into the community. Celvin is also a member of the Kappa Alpha Psi fraternity Incorporated for 30 years. His fraternity participates in community outreach activities such as feeding the homeless, providing scholarships, seminars on health awareness, and mentoring young men.
Celvin believes we have to bring everyone to the table in educating our children. Schools should be working with Parents, Students, Mental health, community agencies, and law enforcement. There should never be any student left behind in our schools. And we need to ensure teachers and students receive the proper resources to be successful. Let’s all come together to move Chesterfield Public Schools to the next level and help all students achieve success.

I want to take a moment to share something close to my heart. As many of you know, I am a passionate advocate for public education, and I firmly believe in its power to shape the future of our country.
Over the years, I have been approached countless times to endorse candidates for school boards across the nation. However, I have always hesitated, feeling that I didn't truly know the individuals well enough to confidently lend my support. But today, I am breaking that pattern because I have found someone who I believe is truly deserving of our endorsement.
Let me introduce you to Celvin Richardson, a remarkable individual whom I have known since our middle school days. Throughout the years, I have closely followed Celvin’s work with young people in various settings, including prevention, intervention, and education. And let me tell you, he possesses both a head and heart for our youth.
Celvin’s dedication to the well-being and success of children is unparalleled. I have witnessed firsthand his unwavering commitment to ensuring that every child receives the best possible education and support. His character, integrity, and intelligence shine through in everything he does.
If elected as a school board member, I have no doubt that Celvin will bring his laser-like focus and proven leadership abilities to the table. He will tirelessly advocate for the needs of our students, working diligently to advise and hire the most qualified superintendent. He will ensure that our district remains fiscally sound, making wise decisions that benefit both students and taxpayers. And most importantly, he will develop policies and procedures that prioritize the overall health and achievement of every child.
Endorsing someone for such an important duty is not a decision I take lightly. But in Celvin Richardson, I see a candidate who embodies the values and qualities we need in a school board member. He is the kind of leader who will always put our kids first, and I wholeheartedly believe in his ability to make a positive impact in our education system.
